Binds specifically and cooperatively to the SPH and GT-IIC'enhansons' (5'-GTGGAATGT-3') and activates transcription in vivo in a cell-specific manner. The activation function is apparently mediated by a restricting cell-specific transcriptional intermediary factor (TIF).
