Catalytic subunit of the phosphorylase b kinase (PHK), which mediates the neurological and hormonal regulation of glycogen breakdown (glycogenolysis) by phosphorylating and thereby activating glycogen phosphorylase. May regulate glycogeneolysis from the testis.

In vitro, phosphorylates PYGM (By similarity). .
